Penggabungan Provinsi Usulan ALA dan ABAS menjadi ALABAS (Studi Persepsi Mahasiswa Unsyiah yang berasal dari ALA dan ABAS

ABSTRAK  Usulan pembentukan DOB ALABAS (Aceh Leuser Antara dan Barat Selatan) tidak terlepas   dari   reaksi   pro-kontra   di   kalangan   masyarakat.   Kalangan   pendukung, menerima usul tersebut sebagai bagian dari kebijakan pemekaran wilayah yang pengharapan dapat mengurangi kesenjangan ekonomi terjadi selama ini. Sebaliknya, kalangan penentang justru menganggap usul ALABAS adalah upaya untuk “memperkecil” Aceh pasca perdamaian. Permasalahannya adalah bagaimana persepsi mahasiswa Unsyiah dari ALA dan ABAS terhadap penggabungan 2 Provinsi Usulan menjadi satu dan faktor apakah yang menghambat usulan pemekaran ALABAS (Aceh Leuser Antara dan Barat Selatan) menurut mahasiswa dari ALA dan ABAS. Data diperoleh melalui penelitian kualitatif dengan metode deskriptif didapatkan dari penelitian lapangan, wawancara dengan informan serta penelitian dokumentasi kepustakaan. Hasil penelitian menunjukkan Mahasiswa yang berasal dari daerah ALA dan ABAS memiliki persepsi beragam mengenai isu pengabungan 2 Provinsi Usulan ini. Terdapat mahasiswa yang mendukung isu pemekaran ALABAS, dan ada pula yang menentang  usulan  pemekaran  ini.  Kebanyakan  mahasiswa  Unsyiah  asal  ALA  dan ABAS  memandang wacana  pemekaran  ALABAS  sarat  dengan kepentingan politik, karena kehadiranya jelang momentum Pilkada Aceh 2017 dan Pemilu 2019. Penyebab pemekaran adalah karena permasalahan kesejahteraan sosial dan pemerataaan pembangunan yang timpang di Aceh. Faktor yang menghambat usulan pemekaran menurut Mahasiswa  dari ALA  dan  ABAS    adalah pemekaran berbenturan dengan UUPA, kurangnya keseriusan pemerintah Aceh, pemerintah pusat, dan kurangnya sosialisasi yang dilakukan tim pengagas pemekaran kepada masyarakat. Disarankan kepada Pemerintah Aceh harus lebih banyak memperhatikan kondisi ALA dan ABAS.  Kata Kunci: Persepsi Mahasiswa Unsyiah dari ALA dan ABAS, usul pembentukan DOB ALABAS,                  Kebijakan                  Publik,                  Pemekaran                  Wilayah.     ABSTRACT  Proposed establishment ALABAS DOB (Aceh Leuser Antara and South West) can not be separated from the reaction of the pros and cons in the community. Among supporters, accept the proposal as part of a policy of regional expansion that hope can reduce the economic gap occurred during this time. Conversely, the opponents actually considers ALABAS proposal is an attempt to "minimize" Aceh after the peace. The problem is how students' perceptions of ALA and ABAS Unsyiah against merging two proposals  into  one  province  and  the  factor  that  inhibits  the  expansion  proposal ALABAS (Aceh Leuser Antara and South West) by students of ALA and ABAS. Data obtained through qualitative research with descriptive methods obtained from field research, interviews with informants as well as documentation of research literature. The  results  showed  that  students  from  areas  of  ALA  and  ABAS  have  diverse perceptions on the issue of merging two province this proposal. There are students who support the issue of the division ALABAS, and some are opposed to proposals of this division. Most  of the students Unsyiah origin of  ALA  and ABAS  looked ALABAS division discourse laden with political interests, because its presence momentum ahead of the elections in Aceh in 2017 and 2019. The cause of the division Elections are due to problems of social welfare and pemerataaan maldevelopment in Aceh. Factors that inhibit the expansion proposed by Students of ALA and ABAS is a division clashed with the Law, the lack of seriousness of the Aceh government, central government, and the lack of socialization conducted pengagas expansion team to the community. Suggested to the Government of Aceh should be more attention to the condition of ALA andABAS.
